IIRC 9V is a bit low; it is about the threshold at which the ECU won't work reliably on cranking. I'd suggest checking the battery and the battery connections. Alarm systems usually interrupt the 12V signal from the ignition switch to the starter. Most likely your case as the older systems were not sophisticated enough to interrupt ecu functions.
