I'm not 100% sure but, I think California is more lenient concerning salvage titles. Smog is a different animal!

The buttons mentioned are below the steering column, on what I call the knee panel or cover.
The dashboard to me is where the instrument panel is? You may have one or two buttons.

I suggest that while you're under the car, that you check the upper & lower control arms for looseness or, if you see any separating of the rubber bushings, change them!! Now's the time! Also, for all of my compressor & alternator belt adjustments I always used a two or three ft. crowbar. Always! More leverage makes it easier.

I think you answered your own question when you pulled the dipstick but, nothing changed!
It appears you may have a vacuum leak!
These cars run closed systems so any air getting in creates havoc!
