OK, just an update on this issue. The problem was not in the Actuator, but in the Control Unit which is located above and to the left of the glove box. The are plenty of used ones on eBay for $30-$60 but I decided to buy a remanufactured, tested, and guaranteed unit from ProgRama in Florida for $75....
