Fuel tank is the logical starting point. Even if you have static fuel delivery, if the sock filter is clogged (or small hose perforated) you probably won't have volume when needed under load. The relay probably has a diagram on the side or top of it.
If it clicks that means it has signal and ground to the coil terminals. But there might not be supply voltage to the switch side, or the switch part of the relay has gone bad, or either of the wires to the switch side are not connected.

I think the plastic used by bmw to cover these dashes will crack after many years no matter what. Seems much more sensitive to heat and uv than other makes (ie ford chevy british etc...)
