Rear sway bar bushing R&R

I just replaced the rear sway bar bushings. Does anyone know why the pass side bushing retainer takes this belt and suspenders approach with two retaining clips, one over the other? I originally thought it was in error but REAL OEM confirms it and there is a land on the body side to accept the second retainer.

Not sure it should have the double - none of the sixers that I've owned have that arrangement.
