longshot but have a blip, rpm jump with haltech

car has been running great for about 4years, this started recently

i thought maybe a bad coil (ls1), checked resistance and all seemed ok, changed plugs as well..

heres video.. could this be electrical?
the rpm blip?? voltage is stable
