While engine is out i've undertaken a number of different things, including:
- replaced heater core
- replaced ignition switch
- removed air con unit
Now things are going back together I got the local auto sparky down to power things up and check things out prior to reinstalling the centre console.
Yes he did ensure no disconnected earths touching body etc.
Success except; heater fan is no go with ignition on - no power to fuse 16. Goes with a direct feed but not through the ignition system.
I'm not that good on electrics, so have left the electrical troubleshooting manual with him to ry and figure out. I did have a look and it states that feed to this fuse (from unloader relay?) is only hot in run mode. Does this mean engine running or ignition on?
Does the heater fan rely on the starter and /or alternator connections being in place?
Would removing the hVAC unit (and just tying back the white plug) be a cause for the fan not to run, ie is the heater fan dependent on the a/c blower being in place?

I think it should run with ignition on. However, when air con switch is on, the heater fan will switch off, so I recommend you investigate this aspect. Good luck and let us know how you get on.
