Seat Bolt Rusted

I am trying to swap a set of seats in a 83. One of the bolts I sent rusted on the tracks. PB Blaster didn’t help. I am hesitant to use too much heat on it since it isn’t so close to the carpet.

Any words of wisdom?

If you can't get heat to it then try freezing it using an aerosol freeze .
Spray/freeze then apply heat with a heat gun and repeat .
All you are trying to do is break the rusted join between the two threads by expansion and contraction .
You could also try hitting it with a hammer in a steady ,constant, gentle + manner to break the fused surfaces .
