Very simply, they cover/cap the lens. I've seen them with and w/o the word Hella.
I'm guessing they snap in place.
I've also seen them on ole skool hot rods with the word Moon on them. Referring to Wally Moon.
They've been around for years! I don't know if they are made to fit E24's though.

The plastic cover are not really an option but the clear plastic film is an option and I think mrfixit here has them. It is a clear 11mil film and will absorb the impact of most rocks and not hinder the light output.
